Dulann was a Minbari Ranger and latent telepath. In 2265 he was assigned to the crew of the Liandra as Shok-nali. While he was injured following the battle over Beta Durani VII, he saw visions of the Liandra's deceased former crew and believed that they were betrayed by one of their own.

Dulann is best friend of David Martel. ^[1]
