Following the Minbari surrender at the Battle of the Line, Levy initiated the Babylon Project and convinced the Earth Senate to approve funding on the Babylon Station. In 2250, over Levy's objections, the Earth Senate voted to cut off supply shipments to Mars in retaliation for their declaration of neutrality during the recent War.
