Elizabeth Levy was the President of the Earth Alliance during the Earth-Minbari War.
Following the Minbari surrender at the Battle of the Line, Levy initiated the Babylon Project and convinced the Earth Senate to approve funding on the Babylon Station.
In 2250, over Levy's objections, the Earth Senate voted to cut off supply shipments to Mars in retaliation for their declaration of neutrality during the recent War.
On February 9th 2253, Levy stood down as Earth Alliance President and Luis Santiago was voted in as her successor.
