Europa was a moon of Jupiter and the location of an Earth Alliance ice mining colony.

Michael Garibaldi was stationed there for some time, and was one of the few honest cops. In 2241 some of the local criminals and corrupt security officers decided to get to Garibaldi by rigging one of the landing pads with explosives. The resulting explosion instead killed his friend and shuttle pilot, Frank Kemmer.^[1]

Prior the the incident on Babylon 5 in 2258, Europa was the last time that Earthgov invoked the Rush Act.^[2]
