Bruder was an administrative member of the Psi Corps.

In 2265, during the last days of the Telepath War, a shortage in trained Psi Cops prompted Bruder to assign John Matheson, to administer sleepers to the resistance leader Alison, who was being held prisoner in the complex. Alison eventually got to Matheson and called in a resistance strike. Bruder was killed in the ensuing battle before the base was completely destroyed.
