Netter was an Earthforce General, and one of the Joint Chiefs of Staff.
In 2258, while en route to Babylon 5 aboard Earthforce One, Netter reinforced the order for Commander Sinclair and his staff to give Major Kemmer full cooperation in their investigations.[1]
