Trulann came aboard the Excalibur with information on an alien fugitive who might have some information that could help fight the Drakh plague. After telling Captain Gideon that he is under the jurisdiction of his own people and that taking him aboard violates the rules of the Interstellar Alliance, he reminds him that as a Ranger he is obligated to follow those rules and if anyone finds out, they would agree that they never had this meeting.
