Smits was an Earthforce General in the early days of the Earth Alliance Civil War.
When martial law was declared by President Clark and EarthGov's Political Office ordered that the Nightwatch would take over Babylon 5 security in 2260, Smits ordered a protesting John Sheridan to follow the chain of command. It was a hidden message, reminding Sheridan that Earthforce officers are not subject of Political Office command, thus giving him a legal loophole to arrest all Nightwatch members for mutiny. [1]
