At B5Scrolls there's a statement by Chris Wren that " This ship was meant to be the last of a now-obsolete
fleet of Minbari fighters, centuries old, (and even possibly haunted!). The reason behind this was that the Rangers had a budget, and didn't always get top of the line equipment. I also kind of understood that the ship was at least semi-sentient, and I had the impression that Joe was interested in developing the Liandra's "personality" through a draft arc that he'd developed for a possible first season of Rangers."
